I agree with this. I get why the Flames would be looking at bringing in a proven guy like Jagr, as it's a gamble if they choose to miss out on signing Jagr to bring in an unproven player such as Foo.
With that said, with the potential of Foo along with the youth and extra energy he would most likely bring to the line up, I think they should give him (or another young player such as Porrier) every opportunity to crack this line up this season and aim to stay young and fast
