I imagine one important aspect to scouting that isn't measured by number of eyeballs is breadth and depth of the organizations network. Calling up a coach of a random team in Finland and saying, "what do you honstely think about this player, what are is off ice habits like, how dedicated is, how is he in the dressing room etc" or "who is a dark horse on your team we should take a closer look at?"
