A few years ago, I had a friend who dropped off his application at a Service Canada centre thinking they were the same as the Passport Office. He had done so with plenty of time to go before his planned trip, but was in a near panic as his trip got closer and closer and his passport didn't arrive.
That was a few years ago, after the US introduced their new passport requirements, so they were crazy busy. Even with perfect applications, it was taking 4 weeks to process them. Things aren't as busy now, so it may not be as big an issue.

I've used the Service Canada the past 2 times I've renewed and they check your photo and go over the application right there.
They can't expedite the process if you need it in a hurry, but for regular renewal it seemed full service.
