The answer is it might be criminal, but it might not be.

Campaign finance law prohibits accepting benefits or soliciting benefits from foreign nationals among other things. Their actions might be solicitation depending on how it's defined.

There's also conspiracy, probably not enough by itself but is probably enough to warrant further digging. If there was an actual quid pro quo discussed like repealing the mentioned Magnitsky Act that would be highly illegal. There's no proof but all the necessary pieces being there.
