Had the government at least tried to stop what was happening they wouldn't have had to pay him. Not only did they not do that, they willingly participated in what was happening.
Your argument that he was doing this or he should have been charged with that or he deserved what happened or shouldn't have had any rights because of (fill in the blank) is the exact same line of thinking that got us to the point of having to pay him $10M.
