Another possibly is taxi distance... at YQY you have to backtrack the entire length of the runway to depart 06, so if it's relatively calm wind and no conflicting traffic I'm sure they'd prefer to depart 24 when possible.
Before the parallel opened here that was not an uncommon thing, departures off 29 for the sole purpose of avoiding the taxi down to the threshold of 35L.
