They did. They left Trevor van Riemsdyk unprotected in the expansion draft and didn't trade him beforehand.
Vegas traded van Riemsdyk to Carolina for a second round draft pick. Carolina had protected Ryan Murphy in the expansion draft. Two weeks later, they insisted the Flames take Murphy as part of the Lack trade.
It's safe to assume that Chicago could have traded van Riemsdyk to Carolina for that same second round pick before the expansion draft and Vegas would have had a lesser player to choose from Chicago.
Essentially, Chicago traded Vegas a second round pick to take Kruger.
