Neither.
VGK has a budget. The league has a salary cap. They can't just take a ton of high priced random guys from each team. They also have needs to fill. They also have contract limits.
Taking another player and then signing Engelland may have provided no upside. It just eats up an available contract for a player they have no value for. They could try and flip the player selection into a pick but then what if there are no takers?
GMGM wasn't making the Flames pick in a vacuum. Lots for him to consider.
However from a Flames perspective, this was a desirable outcome. Vegas wasn't taking an anchor contract for free.
