He's building to win a cup, which means through the draft so he's snagging picks and young developing players wherever possible.

Yeah, this is really his only option to build a winner.
If you go with the competitive immediately route, you don't have any margin for error for injuries as you have basically no farm system. And then in a couple years if these younger players they draft all play well, they are going to start needing new contracts and you don't have the farm system to replace them on the cheap.
He basically has to build up the farm system immediately to have any chance at long term success.
