Because many people will cast their own. It's estimated over 12 billion rounds (cartridges) are purchased every year in the states. Stockpiles are knee deep, never mind the people with the capacity to reload. Hello black market!

Re: firearm insurance. I have a insurance policy covering firearm use, $6 million in liability. Costs me $5 a year. I know I know... Canada vs the US.
