If it's essentially a dress shirt with short sleeves then I don't see an issue with it. I'm a polo/golf shirt guy in the summer and long sleeve button up (one step down from dress shirt) in the winter but we're a pretty informal office. I can't say I've seen the shirt being described, I don't get out of the office much and rarely downtown at all anymore.
