Mangiapane is no slouch either.
Where I'm coming from is that with Johnny already in the lineup, I can't see Mangiapane making the big club anytime soon just due to team size.
With Phillips, he's a few years out and his development is not likely to stall like Mangiapane's could due to no spots.
I think Mangiapane has a ton of value, it may be worth considering moving him while there is demand on that type of player at that point in his career without running the risk of said development plateau'ing.
But why do you think Phillips should be moved before Mangiapane if it ever came to it?

Phillips is listed at 5'6 141. Mangiapane at 5'10 185. Versteeg is 5'11 176. Mangiapane is basically the same size as Versteeg. Mangiapane could be close-ish to the NHL. Phillips is a lot of growing, strength adding, proving himself in pro away from making the NHL. Phillips is a longshot. Mangiapane looks like a much safer and better bet. Phillips basically has to be the next Gaudreau to make the NHL. That is nowhere near a sure thing.
