Wouldn't Alberta be able to pull out the whole, "Sorry its our stuff and we choose not to send it to you defense"

Also known as the government shrugging their shoulders and saying "Sorry man we don't control the energy companies and how and where they choose to sell their products defense"

This I think is different from diverting water by the government.
