I think you need to make this assessments outside of stats alone. And in that sense Bossy was the better goal scorer - if you are looking at that skill in isolation.
Wayne scored goals by having out of the world elite hockey sense, not because he was the best pure goal scorer, which is also why he was never great on penalty shots.
