They have some early draft picks due to being expansion, and post draft will have a lot of pieces that they could trade. They have McPhee who is Ovechkin's old GM, they have signed and shown interest in Russians, and it could also be a good fit for Ovechkin personally.
It also makes that team credible in the eyes of the media and would win over a lot of casual fans to that fanbase
