There's a is a big difference between having your name on a list than having to actually having to put down anywhere between 5-20k to pay for a set of season tickets. I'd wager a lot of money the Flames will not be able to to replace all the season ticket holders they lost this season regardless of how many people are on a waiting list which may or may not continue to exist (I have my Doubts if you called the Flames for season tickets today that you wouldn't be able to get them).
