Depends on the fertilizer. It really just needs to get below the canopy
In an ideal world mowing is frequent enough that you shouldn't even be collecting clippings which helps recycle a bunch of hose nutrients from the plant anyway. Or at least the first cut after a fertilizer app if you're worried about sucking it up.
