That's not a bad strategy.
I would definitely target young BPA's available. None of the veterans available will be impact players so I would generally try to avoid them as much as possible then overpay for some experience in free agency.
If I were Vegas I would take the minimum amount of goalies possible. 3.
And I wouldn't take any from teams that want to dump goalies like Detroit and Dallas. I would try and get three young up and coming goalies preferably waiver exempt.
Then before the season starts I'd offer Dallas a 5th or 6th rounder for one of their three goalies and get a veteran starter that way.
Defencemen are the least protect able for teams. I would draft as many good ones as I could. If you end up with 10 waiver eligible D, then trade 3 of them for forwards from teams wanting to recoup their loss on D.
