Criminals willingly involved in high risk and illegal activities. They knew the risks before they chose to partake in those activities and paid for it.

At the same time, they chose to put innocent members of the public at risk by conducting their deals at a grocery store on a weekday. They could have met somewhere where the public wasn't exposed to the risks they were willingly accepting, but probably figured being in a public space would limit their risk.
