There's nothing here that is remotely difficult to understand. They could not be clearer.
That being said, in this particular case, do we have confirmation yet that this was in fact the act of a Jihadist terrorist? There is frequently a lot of confusion flying around in the aftermath of these things. You may recall the misleading information that circulated after the Quebec incident. Best to wait for the facts to come in before drawing those sorts of conclusions.
