You don't want to trade a young player before he has shown his full potential.
But young players can also become depreciating assets. Ryan Strome (5th OA) would almost certainly have gotten a better return for the Islanders two years ago (when he was 21) than they would get now.
I really don't know which way Bennett is going to go. But if the Flames have doubts about his development, they may feel he's worth including in a deal for a key piece.
