Well, the Democrats technically had nothing to do with the appointment of the Speical Counsel, which was the decision of the Justice Department. The Special Counsel investigation does not mean either the House or Senate investigations will stop either.
Also, while it is true that Mueller will be looking into the question of illegalities and nothing he turns up necessarily will be turned over to the public, Congressional investigations love handing out immunity in exchange for testimony (something Justice investigators hate). If there were underlings who performed substantially illegal acts it is entirely possible they will choose to talk publicly to Congress instead of face charges.
Also, most legal scholars in the US broadly agree that the President has a kind of immunity from the regular legal system. Meaning if Trump did go shoot someone on 5th Avenue, Cyrus Vance - the DA for New York - would be unable to charge him; rather it would be through the Impeachment process that Trump would face justice. Since this is the case, were the Mueller investigation to find that Trump himself was guilty of illegal acts, they would - presumably - turn all their findings over to the House who would then be responsible for 'charging' the President with a crime.
Additionally, I think the Republicans are going to find it hard to get too much work done when every day at 5 some new barrel of flaming monkeys tumbles down the hill from the White House and occupies the next 24 hours of the news cycle. They have months of work to do on Health Care - which they need to do in order to have the room to maneuver on Taxes, which is their next priority and will also take months and who knows what else will come down the pipe in the meantime. Not to mention the Democrats can - at pretty much any time - paralyze the Senate.
Both the House and Senate are in Session at the same time for 83 more days in 2017. By April of 2018 - another roughly 40 days of joint-Session time 2018 Primaries will be in full swing and most members of Congress will be otherwise occupied.
Can the Democrats and Trump combine to plug up the wheels of government for 120 working days over the next year? I - for once - have almost endless confidence in Donald Trump.
