It's the optics of it primary, coupled with the habit of doing this every 2-3 years.
For my line of work at least it seems like Shaw builds up/dismantles their core team every 5 years like clockwork. I just don't recall hearing stories like this from Telus/Enmax/ATB in the same way.
Having seen the cycle a few times now I just find myself scratching my head whenever stories of Shaw layoffs/hiring blitz are announced.
