Consistency means repeating it over and over. 50% of his seasons have seen him in the bottom half of NHL starters stat-wise. Not sure why hardcore Bishop fans are in such strong denial of his good, but definitely not "elite" career to-date. If Bishop is truly elite then he's been wildly inconsistent. Any suggestion that he's been consistently elite is untrue. He's played about how you would expect a good goaltender to play, which is better than good sometimes and flat out bad other times, with a whole lot of games in between those two points.

We've been through this already. His numbers dipped in 2014/15 but he still won 40 games in the regular season and then carried his team all the way to the Finals with Conn Smythe caliber numbers.
If that's not elite to you then we're just going to have to agree to disagree on this (which I thought we already did)
Everybody talks about Kipper like he was an elite goalie, which he was. But just like every elite goalie their numbers varied from seasons to season. No goalie puts up .920+ every year except for Carey Price, and I would bet even he will have a down year here and there over the next handful.
