In the cap world, teams constantly have to make decisions about who to keep and who to move. If high trade value would be a serious incentive to trade players, teams would regurarly be moving their high value players. Not happening, because it doesn't make any sense.

The Murray/Fleury situation isn't really that different from a team forced to move a UFA they can't afford to re-sign. Theoretically a team always has the option to move someone with a good contract (because players like that can always be moved) to make cap space for the re-signing. It doesn't happen, because it's an extremely stupid idea.

Teams will rather lose less valuable assets for nothing than move their most valuable assets. Just like Penguins will rather trade Fleury for peanuts than trade Murray.

If they move Murray, it's because of how they see Murray and Fleury, not their trade value.

Besides, Fleury can absolutely be traded. He has to provide 18 teams he can be traded to, which is a lot of teams. Unless his list is mostly about geography, Calgary is going to be on his list of potential trade partners.
