That said, why should Bush's performance have ANY bearing on how you vote for your state representatives? Do people really go vote for Garth McGinn simply because Todd Tiahrt is a Republican and George Bush is too? How about actually picking a candidate based on qualifications and performance?

Another way to look at it, though, is that if you think the Republican congress has done a poor job of being a check on Bush's power, then they also become a good vehicle for sending a message to the administration in a year where they aren't on the ballot. In that way, it's not a totally illogical approach.
With that said, the axiom in American political culture has long been "all politics are local"--but my guess is that swing voters and infrequent voters have no idea who their local representatives are, and if they participate in the process at all do so on the basis of national issues that motivate them.
