Not necessarily. The Penguins need someone to take Fleury off their hands, otherwise they are forced to protect him in the expansion draft. So if you were the Penguins, would you buy him out, or would you rather give him up for basically whatever you are getting? The reason he didn't get traded is because the Penguins probably were getting low ball offers for him. That said, they were better off keeping him for this years playoffs and a shot at another cup in the event an injury occurs to Murray (which is exactly what happened) and deal with any potential trades after the playoffs.
