They certainly won't be taking 30 players who played solely in the NHL this season. My guess is that they likely take 2/3rds NHL Players, and 1/3rd prospects. Then fill in the rest of their NHL players from free agency/draft picks.

Also, I could see them taking 8-9 better defensemen than Kulak and trading 2 or 3 of them for picks in this draft.
If Vegas comes out of this draft with less than 5 picks in the first two rounds I'll be very surprised.
