Apparently Canada produces 7% of the world's aluminum (vs. USA's 4%), lagging behind only China and Russia. So, apparently it's better to alienate all of your suppliers, increase production costs, and decrease supplies than to have a friendly northern neighbour with ample supplies working with you.
