Storen was on a serious decline when they got him. They got Storen because he only had 1 year left on his contact. They also shipped Ben Revere to Washington so that they didn't have to take on a dollar more of salary. If you remember, that trade was actually held up because Storen made a bit more than Revere and the Jays demanded Washington pick up that difference.
Hindsight is 20/20 and Revere has sucked since due to injuries, but a team that was actually serious about winning would have actually went out and signed the real deal instead of Storen and kept Revere unless something better came up to lead-off. Instead the Jays rolled the dice on a guy on his way out of the league, and started the season with an incompetent outfield and no lead off hitter. The no lead hitter issue continues to this day.
