Nah, that report was pretty clear that consolidation of dairy farms into units with over 1000+ cows provides some pretty clear scaling advantages.

Also, with the lower debt load per cow, farmers in the US can invest in technology - like milking machines - that increase their productivity advvantage even more.

If hormones are a concern, then ban any American milk that doesn't meet our standard. We can still open the market up.
