There might be something to the idea that restricted players often get offers for close to what they ultimately sign for, but don't sign those offer sheets. The offer would still need to be something that more or less met the players initial on purpose high ask, or was far above the ball park figures being discussed.

Dustin Penner took the Oilers offer sheet in 2007 because they were 2 million per year above what the Ducks or anyone else were offering. Same with Vanek that one year. Even Shea Weber likely got a much better offer from Philly than what was being offered by Nashville.

So I think players will sign the offer sheet when the offer is that much to their liking. Leon Draisaitl isn't going to sign an offer sheet with the Flames on July 15th for 5.2 million a year when the Oilers are offering 4.8...But if Vegas if offering him 8 million a year for 7 years...he just might.
