Exactly, they simply weren't watching and didn't see it go in. Then when the Flames celebrated they realized they had to go upstairs, so the review should have been for whether the puck crossed the line.
But they figured, screw this, let's just shut down any opportunity for this to be a goal in one review call so we don't look incompetent, like we missed a clear goal.
