In my opinion, it looks like a witch hunt for the purpose of creating a chill effect in the civil service. If the problem is a breach of "cabinet confidences", then why aren't the cabinet members or cabinet officials who must be the one(s) who breached the confidence to start with (Adm. Norman is not part of the cabinet and there is no reason for him being privy to their deliberations unless told by someone who was there) being investigated?
I guess they (the Government) offer a deal. If it goes to trail, then look out.
