In the 20s you are most likely getting guys who will max out as 2nd liners or 2nd pairng d-men if they hit their full potential, barring anyone surprising dropping and being passed on by the other clubs.
There are also the "risky" picks like Kostin, Comtois, Lilijgren, etc who where highly thought of before this year but because of disappointing draft years have dropped in the rankings, but if your scouting staff think that this year is an aberration and will bounce back, might seem like steals by this time next year.
I know that before this season the Flames were kind of high on Comtois, but I don't know if his bad season was enough to turn them off.
It is also pretty difficult to project who will be there in the 20s. After the top 2, it is pretty much anyone's guess as to how the draft will play out. Scouting lists have very wide variance, one list might have someone as a top 10 pick, 2 others have him in the late 20s.
