They 'can' enter without notice (i.e. they are physically able to do it), it's a matter of if they 'should'. They probably shouldn't.

I'm not so sure in this case though.

If I own a 4plex I can enter the common areas, the areas that the tenants share (laundry room, hallways, etc), without notice.

If I own a single family dwelling, I have to give notice that complies with the RTA. There's no common area at all since there's only one tenant.

In a rooming house, each tenant has a key to their own room. So would the laundry room, hallways, kitchen, living room be seen as a common area (area that the tenants share)? If so then the landlord can enter that part without notice I'd think.
