Part of it is his speed, but just going fast doesn't mean a penalty actually happened on the play. A lot of time he falls, and there just happens to be an opposing player in the vicinity.

Think you should look again. But then again, probably won't make a difference as Oiler fans generally aren't capable of looking at things objectively.
Part of it is that he's the best offensive player in the league and the other part is that he plays the 4th most minutes out of any forward in the league.

That's why he would be leading in penalties drawn.

The only place where I have found the stats on that is NHL.com. They use penalties drawn per 60 minutes played.

If you go by that than the players that draw the most penalties in 60 minutes of ice time are:

1.Matt Tkachuk
2.Cousins
3.Abdelkader
4.Martin
5.Wilson
6.Konecny
7.Hartman
8.McDavid
14.Gaudreau

If he's getting preferential treatment, than wouldn't you have to say Gaudreau is as well?
