I know nothing, it's all my own personal speculation, but this post got me thinking. I will spoiler my thoughts because I'm guessing about future episodes.

Interesting thought, and yeah I could see the Scavengers being secretly allied to Negan, and maybe their leader is the "little birdie" Negan spoke of in the last episode.

Maybe we get a double twist, where as all of sudden we come to realize that Rick has been betrayed by these people and now Rick's group, Hilltop, and the Kingdom are in big trouble, only to immediately find out Rick knew this and was ready for it because Dwight informed him about the scavengers after giving himself up.

I probably won't even be close, but it's a thought I guess.
