The standard age cutoff is as of September 15.

Technically yes, but the player could still wait for the Flames draft rights to expire and sign with any team they wanted. You would have to be pretty confident about your chances of signing him and also weigh the cost of the draft pick you use to select him.

Based on the above definition Euros cannot be drafted once they reach age 22.
