There is something that I think/hope will save a lot of damage being done by the GOP who are hell bent on destroying everything. Companies now see themselves as having to be a part of the community in more than just a "we hire people" way. They look to be responsible members of the community and a good chunk of that is making sure you don't pollute and you don't cause problems. Not every company, but many of them aren't going to simply drop their own standards because the EPA gets destroyed and regulations are loosened. It's not good for the long term relationships in the area.
As such, already several utility companies have said that they have no plans to change course. Coal will be phased out and Clean energy expanded. There is no doubt. They recognize that even if regulations are tightened that they will come back at some point and that climate change is very real. Some smaller utilities will probably make a quick cash grab and build some cheap coal plants if they are allowed but a cash grab is what it will be. They sure won't decrease electricity costs and pass savings on to the customer and those customers I know won't be happy to have a few more coal plants in their back yards.
