I'm sure there are many practical reasons not to let every one who wants to film something in the parks do it. Environmental damage, number of people, remote locations, staff to monitor, etc. The parks aren't a film stage, they are a park. If you can't think of a practical reason why there should be some limit below "everyone" I suggest you think harder.
