It's the refresh rate. So if your Xbox is spitting out 60hz, and your tv is capable of presenting at 60hz, but you plug into the port that does 30hz, 1/2 the frames will get dropped, then the tv will recreate the missing 30 frames to present at 60hz(or 120, or whatever the panel displays). The TV basically guesses at the halfway point between 2 frames to do this. Make sense?
