Very likely boils down to the type of microphone they're using and the placement of the microphones. For example, a shotgun mic is a longer, skinny microphone that you point in the direction you want to pick up sound from. It's also good at avoiding picking up any surrounding noise. If they had a bunch of shotgun mics all pointed at the ice surface then it would be easier to hear Backlund fart as he crosses the blue line than it would be to hear a bunch of fans chanting.
Now, I don't know if their placement of mics or what types of mics they're using is something that has any influence by the Saddledome or not. But if their setup is entirely determined by the broadcast crew then it would be pretty easy to change some mics and/or placement in order to pick up more crowd noise.
When I watch I get the feeling this was a choice by Sportsnet to give you more of an on-ice feeling rather than an overall-ambiance-of-the-Dome feeling.
