Toni Erdmann was a dazzling film and was one of the best films of the year, foreign or not. The Salesman was a fine film though and Asghar Farhadi is a known commodity amongst Academy members as he has won an Oscar previously. And his films do pretty well commercially in North America to boot. So The Salesman's win was not surprising, with or without the travel ban.
