It would also allow a precedence as a Unit Commander would be well within his rights to disobey a direct order from the National Command Authority.
I'm no expert on using the military for civilian matters, but responding to a natural disaster, protecting federal and civilian assets and enforcing order in a time of disaster is a big difference from going door to door and rounding up Illegal Immigrants.
