If they say wait until after the draft and we can sign you for this much and this terms, then they've gone too far.
But I think it would come down to the player not wanting to sign because they'd be left unprotected and lose their control. Why would Stone or Versteeg take that risk? Similarly the Flames would balk at either agent asking for a non moment clause.
So you get a stalemate because of the expansion draft, but with both players knowing what's on the table but refusing to sign it.

IMO it will become an issue when former employees talk about the handshake deal in a few years time.
Remember when Keenan said on a national broadcast that the Flames and Kiprusoff had an understanding that he wouldn't be playing the final year of his contract? Or when Alfredsson told the media the same story.
Well the league ignored that this time around, but imagine if you have stories about how teams bypassed the expansion draft when the NHL is trying to convince another billionaire to write a half billion cheque for an expansion team.
The league might come hard down then, maybe not now or shortly after the expansion draft, but when these stories eventually surface.
