I doubt the Flames talk contract with him at all. If they like what they see, they will tell him at the exit meetings that they are interested in bringing him back but that he should explore the market first. I don't see how the league can really punish the Flames for that, but they probably have to avoid a "handshake agreement".

Yeah I don't get how they will penalize for it.
"We were in negotiations prior to the expansion draft, but during those negotiations we didn't come to a contract agreement, he hit the UFA market and we agreed upon a contract then."
It can be something as simple as "Prior to the expansion draft they didn't offer me a Limited No Trade Clause, now they did and we agreed upon the deal".
The league can release a statement, and Las Vegas can complain, but it's not going to stop teams from doing it.
