I think the handshake agreement is what the league will be watching out for. They made some statement about that earlier in the season after Vegas complained about this.
I doubt the Flames talk contract with him at all. If they like what they see, they will tell him at the exit meetings that they are interested in bringing him back but that he should explore the market first. I don't see how the league can really punish the Flames for that, but they probably have to avoid a "handshake agreement".
