Whether or not the calls against the Flames were penalties is moot - any potential infraction could be argued to be a penalty.
The issue has to do with the propensity with which penalties are called against the Flames.
The simple fact of the matter is that there are far, far more actual infractions than there are penalties, and it is entirely at the referees' discretion as to which ones are called.
And there is ample evidence that the number of calls on the Flames is imbalanced vs the number against their opponents.
