It appears to be for all religions.

In general the bill seems to say get the government to recognize that religious descriminatiin exists and that something should be done about it. It doesn't appear to introduce or change any laws.
It also seems to be covered already by ou charter of rights and freedoms and current hate speech laws. So I don't get the point of it.
I'm all for collecting hate crime related data in a national data bank.
